COMPETITIVE RECOVERY OF RUSSIAN RICE IS A WAY TO IMPORT SUBSTITUTION

Summary. Since 1995 the All-Russian Research Institute of Rice Breeding (ARRIRB) has been monitoring rice-growing industry of the Russian Federation. The sales volume of domestic rice seeds of higher reproductions supplied to rice-growing regions of the Russian Federation as well as to Kazakhstan and Ukraine nowadays is more than 4 thousand tons per a year. In 2015 the varieties of the ARRIRB breeding occupied 84.2% of acreage in the Russian Federation (in 2014 – 81.0%). Due to the increased demand, the Institute developed long-grain, glutinous varieties, rice with colored pericarp, short- and medium-grain varieties for sushi, rolls, risotto, etc. Since 2008 domestic rice production provided the domestic market by 71% or more, compared to 30% in 1999, and since 2010 – by 100%. In 2015, Russian domestic market capacity on 86% was represented by Russian rice and on 14% – by the import one. The share of volume of imported rice in demand of Russian population in 1999 was 96%, and it decreased to 31% in 2015 with an increase in export volumes. The maximum value of the latter was registered in 2012 – 334,000 tons, which was 10 times greater than in 2008 (31,000 tons). Since 2009, the volume of rice consumption per capita is 3.5-4.1 kg/person per year, which corresponds to the recommended standards of the Institute of Nutrition. Most of the import to the Russian Federation is presented by long-grain polished rice: in 2012 – 93%, in 2014 – 62% of the total import volume. For a complete import substitution for long-grain rice, it is necessary to increase the area under varieties of this type by 25 thousand hectares. The enterprises in Krasnodar Krai can produce the required amount of seeds by 2018. To substitute the import of short-, medium- and large-grain varieties we need 15 thousand tons of grain, for which it is necessary to sow 5,000 hectares.
