Abstract. The undeniable achievements of the EU in the development of the agrarian sector of the economy are largely a consequence of the high scale level of subsidy to European agriculture. Regulation of rural development in EU countries is provided by the complex but at the same time flexible system of financial support. It was 325 euros per 1 ha of cultivated land in 2007-2013 annually. The additional support of local producers from national budgets of EU countries accounted for approximately 80 euros per 1 ha of farmland. On average, one agricultural enterprise receives about 12200 euros of subsidies per year, and payments per 1 ha of cultivated land range from 527 euros in Greece to 89 euros in Latvia. In the budget of the new agricultural policy of the EU for 2014-2020, which will be 386.9 billion euros, 281.8 billion euros are laid for the section 1 (direct payments and marketing expenditure) and 89.9 billion euros are laid for the section 2 (rural development). The success and integrity of the common agricultural policy of the EU are determined, above all, by a common understanding of the basic principles, a unified theoretical model and the ability to reach compromises on this basis. It is necessary to use the experience of the common agricultural policy of the EU as a well-regulated system, which includes not only farmers support, but support to rural development with the adaptation to current social and economic situation in the Russian Federation, which largely determines the sustainability and quality of life of the rural population of the country.
