SOCIO-ECONOMIC AND ENVIRONMENTAL ASPECTS OF SECTORAL IMBALANCES IN THE REGIONAL ECONOMY

Summary. The study is due to the problem of economic heterogeneity of Russian regions, the existence of sectoral imbalances in the economy of the Ural and Siberian federal districts in comparison to the national economy as a whole. The purpose of the study was to analyze the socio- economic and environmental aspects of sectoral imbalances in the regional economy of the Urals and Siberia. Statistical analysis was carried out socio-economic indicators and indicators of production industries in the region, taken in the focus of research for the period 2000-2012 years. Found that on the background of constantly decreasing population, gross regional product grows in the Urals and Siberia for a specified period grows. However, analysis of industry structure demonstrates the predominance of regional product share it products extractive industries. Growth rate of mining in natural units in Siberia and the Urals for 12 previous years significantly higher than those of Russia: Oil production grew 3.8 times, increased gas production - 2.2, coal - 1.8 times, wood untreated - 2.3 times. Amid rising extraction of non-renewable resources of agricultural production is growing more slowly than the average for Russia. Active mining in the Urals and Siberia creates extremely unfavorable environmental conditions. In this paper, a correlation analysis of the indicators of mortality, disease, with indicators of industrial plant emissions; tightness detected connections ranges from 0.43 to 0.98, indicating that the absolute negative impact on the livelihoods of the population of industry. By analogy with successful foreign experience to address complex existing problems, the authors propose the development and implementation of programs to diversify the economy of Siberia and the Urals, including the development of the manufacturing sector, large-scale public-private multiotraslevye investment projects in agriculture, food, light industry, the timber industry, which will create new industries and new jobs without additional environmental threat regions.
