Summary. In this paper we study the possibility of R & D financing the agricultural sector, which provides scientists and research teams in Russia. Objectives of the study were to allocate levels of research funding, the study presented at the data level of the organization and features of competitive research funding, identifying problems in efforts to attract additional competitive funding. The analysis of tenders for the execution of scientific research, including the subject of competition, funding, term research requirements for applicants, as well as the results of competitions held in 2013-2014. It is found that large-scale funding of agricultural research projects are most likely to get in tenders for the Federal Program «Research and development» and competitions RNF. Studied the competitive opportunities of the largest R & D funding in 2014. It is noted that such a direction of R & D as agriculture, is often not a priority for the development of science, funded by Russian funds, so agricultural research projects carried out in the related disciplines. Long-term monitoring of scientific competitions led to the conclusion that the recipients of R & D funding for agricultural subjects most agricultural research organizations are major universities and institutes of RAS having structural units engaged in relevant research. Highlighted the reasons for this situation, including the lack of agricultural universities and research institutes specialized agencies and individuals involved in general issues for proposals contests, low values of the formal criteria for competitions, lack of agricultural scientists sustainable relationships with industrial partners. It is noted that these issues can be partially removed as a result of establishing a system of organizational, methodological, consulting support agricultural universities and research institutions in these activities.
