Summary. Research necessity is due to the fact that nowadays developed and implemented programs of rural development do not take into account the level of the development of rural territories. In its turn it reduces the efficiency of the activities. The research objective was to develop the methodology, which would allow to estimate not only the development level of rural areas social sphere but also the economical and ecological component of their development. Differentiation of rural areas gives an opportunity to identify the problems in their development and to develop geographically-based recommendations for the development imbalance liquidation. For rural areas level estimation the balanced indicators concept was used on the following areas: “Economical development”, “Social development”, “Ecological development”. The developed methodology was tested for the Belgorod rural areas evaluation. The rural areas were divided into the groups according to each direction and the leaders were revealed. The first group is characterized by high indicators compared to average regional ones; the second group has average regional development indicators and the third group is below than average regional indicators. According to empirical data the higher level of rural areas development belong to rural areas where there are big agricultural agriholdings, which provide the income to countrymen and create comfortable living conditions. Scientifically based indicator of ecological social and economic development allowed us to divide the Belgorod rural areas into three groups: developed rural areas with average development potential and rural areas with essential social, economic and ecological problems. In this regard, for further development it is necessary to work out three development directions: for the first group it is necessary to pay attention on production technological level increase, investment attractiveness of areas; for the second group it is necessary to liquidate the imbalances in development; for the third group the current programs should provide the regional average level of rural areas development for depopulation processes prevention.
