Summary. The current condition of flax breeding was estimated on the basis of the systems analysis method. One of the main reasons of unsatisfactory state of the branch is insufficient level of technological and technical support, the mastering of the innovation developments. There are represented generalized results of breeding and technological researches of All-Russia Research Institute of Flax intended for the mastering in Northwest, Central and Volga-Vyatka regions of cultivation of flax. The variety is the least expensive means for the increase in productivity and quality of fibre flax under current conditions. In a combination with agro-technologies it enables to ensure obtaining the addition of harvest to 50 %. Development and introduction of 14 new highly productive varieties by domestic breeders for the recent years contributed to the increase in productivity of flax fiber almost 1.5 times. To increase the efficiency of variety changing in the production it is necessary to organize their zonal seed-growing. Another important factor is the application of innovative technologies: improved system of primary seed-growing; biologized system of fertilizers; differentiated technology of application of fertilizers taking into account the level of fertility of soils; zonal adaptive system of complex protection of the culture from harmful objects, including application of preparations with low toxicity and stress-relieving agents; advanced technology of harvesting based on the cutting of stalks instead of pulling; economic-organizing mechanism of modernization of production and improvement of conditions of management.
