Abstract. A model of a fertilizer system for the Central Chernozem Region was elaborated on the basis of a system approach, the author’s own investigations and analysis of scientific literature. A structural-functional scheme of it having a module structure from system interrelated blocs is presented. It is considered the succession of the stages of designing and elaborating on the fertilizer system and the methods of calculation of the main elements of fertilizer system are suggested. They are estimation of soil and climatic resources of crop productivity; determination of the rates of lime materials for chemical amelioration of acidic soils; calculation of the rates of organic fertilizers for maintaining soil humus balance; algorithms for the estimation of the need and calculation of optimum rates of mineral fertilizers taking into account agroclimatic, soil conditions and agroeconomic criteria of mineral fertilizer application. We developed a base of normative data for planning crop yield and differentiated by the main system-forming factors standards for the regulation of acid-base soil condition, determination of the need in organic fertilizers depending on agroclimatic, soil and landscape conditions, improved a normative base for making plans of fertilizer application in crop rotations. The suggested scheme allows to calculate fertilizer rates differentiated by the main conditions and also to change approaches to yield planning directly (by algorithm) coordinating them with the efficiency of the fertilizers applied.
