ESTABLISHMENT OF EFFECTIVE SYSTEMS FOR RURAL ENERGY CONSUMERS UNDER CONDITIONS OF THE SOUTH OF WESTERN SIBERIA

Abstract. The main factors determining the low energy efficiency of electrical and fuel supply for the rural residents of small settlements in Altai Krai is the necessity to apply power to a huge number of low-powered objects, scattered across a large area. The average length of the overhead line VL-10 to a settlement is about 25 km. The average annual net supply is 39,500 kWh (the average power consumption is 4.5 kW, the average load of transformers is 3-4 %). The network length per a unit of power of a consumer is about 5.6 km/kWh, which is much higher than in other sectors of the economy. The main source of heat supply of the population living in small settlements is delivered coal (86 %). The average annual fuel consumption is about 5.4 tons of conditional fuel per a person. The energy potential of the heat of the surface layers of the Earth is sufficient for use of pump heating systems. We developed a criterion, which represents the potential replacement of the heating load at using the low-potential heat of the surface layers of the Earth, taking into account the energy potential of renewable heat and current levels of energy consumption of buildings and constructions. This criterion enables to zone the territory of the region in order to identify areas where heat pump systems are more efficient. According to the assessment, conducted based on the results of operation testing of heat pump systems with vertical ground heat exchangers, the use of the pump heating system reduces the consumption of coal more than 3 times. The transfer of rural buildings at efficient electrical heating with the use of heat pumps will increase the energy efficiency of electrical distribution system 6/10 kW due to the increase in the payload. The substitution of 10 % coal in heating by heat pump systems increases the utilization of the existing electrical networks by almost 9 % and improves technical and economic indicators of their work.
