Abstract. Big data, which represents a totality of information about the land state, soil fertility dynamics, climate change, field history, fertilizers and plant protection products, pests, diseases, etc, has been accumulated in agriculture over many decades. It is necessary to qualitatively process this information and transform it into convenient service. The relevance of a digital platform, which provided the collection and operational processing of relevant information for agriculture, was also due to the needs of the companies producing agrochemicals and agricultural machinery, providing financial and insurance services. The purpose of the research was to analyze the legal acts ensuring the development of public-private partnerships in the field of information and communication technologies, to select the most acceptable legitimate solution for implementing a digital agricultural platform, and to ensure legally significant paperwork in it. As a part of the research, such digital services as a public service for the collection of agricultural reports in a single-window mode, electronic submission of applications for subsidies, including a transparent information system containing decisions on their allocation have been developed and are being mastered in the pilot region (Tambov region). The implementation of the proposed legal model for the interaction of the regional governing body of the agro-industrial complex, the platform developing company and agricultural producers began with the adoption of a legal act providing for the possibility of submitting documents for the provision of subsidies in electronic form, which included a description of the rules, form and means of filing documents, regional governing body of the agro-industrial complex in the applicant’s personal account on a digital platform. This was followed by the conclusion of an agreement on public-private partnership regulating the transfer of state functions of receiving applications and submitting operational reports through a digital platform created by a private partner. At the final stage, the parties are supposed to sign a licensing public-private partnership agreement, providing the representatives of regional authorities with the right to use the digital platform free of charge. The developed platform met the key requirements for the organization and measures to protect the information contained in the system, as well as the protection of personal data, the presence of which it envisages for.
