Abstract. Abstract. The article presents the first results of the formation of an innovative educational system within the framework of the world-class Scientific and Educational Center “Innovative Solutions in the Agro-Industrial Complex” (Scientific and Educational Centre) established in the Belgorod region. The system is based on the concept of a multi-level educational consortium, as a network of educational organizations, including foreign, scientific institutions and industrial partners. The consortium involves educational institutions of all levels – universities, institutions of secondary vocational and supplementary education, preschool and school organizations. Under the auspices of the Belgorod State National Research University, it was established the Centre for the development of competencies of the heads of scientific, scientific and technical projects, and laboratories of the Scientific and Educational Centre. Its main task is to improve the qualifications of university teachers and specialists of partner enterprises that provide training for the staff of the agro-industrial complex. The counterparties of the Scientific and Educational Centre include leading higher education institutions, scientific organizations of the region and institutes of the Russian Academy of Sciences, organizations of innovative infrastructure, industrial partners, and small innovative enterprises. Biotechnology, genetics, and breeding, as well as the IT-sphere, are identified as promising areas for training managers and specialists for the agro-industrial complex.
