State policy and legal framework in the field of activities of the scientific and production platform “Rational Use of Natural Resources” at the world-class Scientific and Educational Center “Innovative Solutions in the Agro-Industrial Complex”

Abstract. Abstract. The successful development of the world-class Scientific and Educational Center “Innovative Solutions in the Agro-Industrial Complex”, established in 2019, as well as the research and production platforms included in it, is possible if the leaders and organizers of the center have a clear vision of the legal framework of activity and strategy development. In general, the areas of the research and production platform of the SEC Rational Environmental Management should be determined by the state policy of the Russian Federation in the field under study, formed in the context of international politics. Today they are regulated by more than ten federal laws that define the powers of state authorities of different levels in the field of rational use of natural resources, environmental protection, and environmental safety. The activities of the research and production platform “Rational Use of Natural Resources” can be aimed, inter alia, at the formation of proposals and rule-making initiatives that provide for the creation of favourable conditions for the implementation of projects in the Scientific and Educational Center.
