RESOURCE POTENTIAL IS THE BASIS OF AGRICULTURE AND INDUSTRIAL COMPLEX AND RURAL AREAS DEVELOPMENT

Summary. The theory of convergence was the theoretical and methodological basis for assessment of the significance of the resource potential of rural areas for regional development and for the successful functioning of agriculture. To study the economic factors of agriculture development the Cobb-Douglas model is used, in which added the human capital was added as another structural element. Traditional factors (land, labor, material resources and technologies) are considered, taking into account their specificity in relation to the rural development and production. The study was carried out by the example of Kurgan region, which is a traditional agricultural region. The limitations of some resources impede the dynamic development of the sub-sovereign entity as a whole and, first of all, its main industry – agriculture. Despite the fact that on the average through the region only 5 % of the land is not used, in some areas this index is 12 %. Differentiation of areas on investment in fixed capital per capita retains (coefficient of variation is 2.0). Labor potential underwent significant changes in recent years. Moreover, differences in its characteristics, working conditions and efficiency are significant in the municipalities of Kurgan region. By the methods of mathematical statistics the processes of inter-district divergence (convergence) in the provision of the area by resources, their effectiveness, and agricultural production efficiency were evaluated. Significant regional differences identified in terms of asset provision, energy supply provision, labor provision. The coefficient of variation for them ranges from 0.42 to 0.76. In conclusion, the importance of the research to determine the directions and instruments of regional policy is considered, taking into account current divergence trends in resource potential of territories.
