Summary. The economic-organizing mechanism of production modernization in linen sub-complex is proposed in the article. This sub-complex corresponds to the current situation in Russian agricultural sector and based on the formation of economic interest of producers in development of this industry and creation of conditions for fund-raising and efficient use of investments. The main element of this mechanism is the development of investment projects, based on the qualitative improvement of technological, technical and organizational systems of the branch, with government support of the activity. This will provide the attractiveness of the projects for private investors. The use of financial resources intended for the modernization of linen sub-complex in investment projects concerned with concrete production units and examined in research institutions will enable to ensure the synchronous development of agricultural and processing branches of linen sub-complex, as well as coordinated realization of the system of measures for improvement of the efficacy of the branch. The main condition for effective use of government support and investment from the other sources is their adequacy for high production level, which will make products more competitive. It is also necessary to inclusion of enterprises, which are objects of investment, in the structure of vertically integrated associations. These enterprises should have favorable natural conditions for flax cultivation and possibility to attract qualified personnel.
