Summary. The aim of this study was to explore the processes of creation and development of an agro-industrial cluster in the region by the example of Kemerovo region. The analysis of the potential participants of the agro-industrial cluster was carried out and the possibilities of their involvement in cluster projects were evaluated. The results of analysis of agricultural production in Kemerovo region give evidence of dynamic growth of total output over the latter 10 years. A significant contribution accounted for peasant farms and households. The strategic goal of the agro-industrial cluster in Kemerovo region is to increase the competitiveness of agricultural and food products for food security, the development of small and medium businesses in the production and processing of agricultural products and improving rural livelihoods. It was developed a mechanism to achieve the strategic goal of the agro-industrial cluster, which involves the interaction of public authorities, organizations of agriculture, processing industry, infrastructure, science and education organizations. To increase the number of cluster members it is recommended actions, which include regular training seminars on problematic questions of agribusiness, creation of information and communication Internet-resource to maintain the constant interaction between all cluster participants. According to the experts and preliminary calculations, the development of the agro-industrial cluster will ensure the growth of agricultural production to 2020 by 30-70% for different types of products, create more jobs and improve the overall economic situation in the agricultural sector.
