Abstract. The Siberian Federal District is the region that possesses not only abundant reserves of natural raw material, but also resources for effective agriculture, and, above all, meat animal husbandry. However, from the raw materials, coming from agricultural commodity producers, only meat practically is processed. The regions do not have enough resources for the processing of the other types of cattle-breeding production (wool, skin, bones, viscera, etc.), for the production of competitive products, and for the marketing of the final products. State support of the separate regions leads to the dissipation of the federal budget, which is spent in most cases for the production of low-quality products designed for the local consumer. This investigation is aimed to the substantiation of goals and development of the algorithm of state sub-federal (interregional at the district level) programs to support the processing of raw materials coming from meat animal husbandry. The study applied the methods of abstract logic, comparison, correlation and regression, and others. We analyzed the presence in the Siberian Federal District of resources for the production of cattle and poultry for slaughter; raw materials that require recycling; economy sectors, which competence includes recycling of non-food raw materials; the complex of tasks aimed at technical re-equipment of these industries. It is worked out the algorithm for the planning of the development of a complex for the industrial processing of products of meat animal husbandry of the Siberian Federal District, comprising five stages. The goals of its government regulation are justified, classified by the regulation area, the level in the structure of the hierarchy of objectives, implementation time, the volume of tasks and expected results. It is proposed a hierarchy of objectives of its state regulation, as well as the principles of interaction of the sub-federal center with the regions and the regions with municipalities, and a system of promotion of products, produced in the district, to export markets.
