Abstract. The article is devoted to questions of formation of a mechanism of sustainable development of rural Arctic and northern territories of Krasnoyarsk Krai. Within the framework of the modern development paradigm, scientific and methodological approaches to the creation of basic agrozones for the processing of plant and animal raw materials on the basis of innovative technologies and equipment in the places of residence of indigenous small northern peoples are defined. An estimation of the exploitation stock of wild-growing raw materials in the regions of the Arctic and northern territories of Krasnoyarsk krai is given. To obtain the data, the forest management regulations of the forest districts of Krasnoyarsk Krai were investigated. Author’s innovative technologies for their processing are given, elements of an economic mechanism for the formation of processing industries are identified, and principal directions for improving the social and economic situation in the rural areas of the Northern and Arctic zone of the region are specified. The directions for improving the social and economic situation include the need to design a new concept for the development of employment of the indigenous population of the Krasnoyarsk north; emphasis on reproductive processes in the plant and animal world; formation of support agrozones and industrial development of the Northern territories, taking into account the warrant of indigenous peoples; more active than in other regions and sectors government participation; the need to identify potentially promising areas of traditional nature management and specialization in municipal areas; the need to clarify boundaries, areas for collecting wild-growing raw materials, migration routes and a population of wild reindeer. The results presented in this study can be additionally applied in the development of the direction of investment, the formation of strategies for the social and economic development of the northern territories, the implementation of cluster initiatives to develop agrarian business in the Arctic and northern areas.
