CLUSTERING OF RURAL AREAS AS A WAY FOR INTEGRATION IN AGRICULTURE

Abstract. In recent decades, the country has been implementing economic reform, based on the principles of cooperation and integration developed by science and tested by practice. Under modern conditions, their combination is supplemented by the tools of state-private and municipal-private partnership, innovation, and clustering. One way of assessing their feasibility is directed economic experiments. However, they require not only the attraction of financial and material resources but also the time that the respective territories and sectors do not always have. This determines the importance of making economically sound management decisions that do not allow diversion of funds and time for unprofessional actions. Especially important is the development of such solutions in the entrepreneurial structures of the agro-industrial complex, mainly operating within the boundaries of rural areas and in their economic space. The relatively low efficiency of a significant part of agricultural (not integrated) business structures can cause the growth of distrust of rural people to the content of state agricultural policy. Accounting for almost a third of the total population (and nearly half of it in the North Caucasus Federal district), and their activities substantially affect the food independence of the country and, to a large extent, the health of its population. The existing inconsistency and incompleteness of even good economic decisions and results of economic experiments not only decreases the satisfaction of the rural population by their living conditions, regulated at the state level, but in general impacts negatively on the efficiency of economic management. In this regard, in Russia, which has huge, but not always rationally used agricultural areas, territorial clustering is of particular importance. In it, in a logical connection and interdependence, the whole variety of processes of cooperation, integration, innovation and mutually beneficial partnership between business and government is concluded today.
