PRINCIPLES OF FORMATION OF THE SYSTEM OF MEAT PRODUCT SUBCOMPLEX IN THE TERRITORIES OF THE FAR NORTH

Abstract. The investigations were carried out in order to provide a theoretical and analytical justification for a structure and principles of the formation of a system of meat products subcomplex in the Far North territories. A set of economic research methods was used for its achievements: the approaches of agrarian scientists to the interpretation of the category “food subcomplex” were summarized; the characteristic of domestic reindeer breeding was given; a retrospective analysis of domestic reindeer population in the peninsula over 1940–2016 was carried out; the financial performances of reindeer husbandry were analyzed; the level of marketability of reindeer farms of the peninsula was compared with reindeer farms in the other territories of the Far North; the purchase of venison was analyzed; we examined the state of meat processing of the peninsula, the demand for the meat products on consumer market and state support of reindeer husbandry, as well as the adaptation of system signs to the meat-producing subcomplex of the Taimyr Peninsula. Their application allowed to substantiate the main elements of the meat product subcomplex in the territory of the Far North, taking into account the nomadic way of life of reindeer herders. It was revealed the increase in the population of domestic and wild reindeer while the forage reserve is limited, being destroyed by technogenic factors; the dependence of the dynamics of financial performance of reindeer husbandry activities on the labor organization, internal consumption of meat and the conditions for its implementation; low level of marketability of reindeer herders of the peninsula (3.3% versus 22.6% in the Chukotka Autonomous Area) due to the lack of a stable sales network and the remoteness of the territory from foreign markets; a tough competition between suppliers of wild and domestic reindeer meat, which has a different cost of production, raw material supply for meat processing by local suppliers of venison and enterprises engaged in the northern importation of pork, beef, poultry, etc. Demand in the consumer market is represented by indigenous people, people came for permanent residence and those, who temporarily come for work as shift workers. State support for agricultural production raises the profitability of domestic reindeer husbandry by 30%. A structure of a meat product subcomplex in the territory of the Far North and the principles of its formation are proposed. A structure for the distribution of venison is developed. The main directions of state support for reindeer husbandry are defined.
