SMALL FORMS OF MANAGEMENT IN THE REPUBLIC OF TATARSTAN: STATE, TENDENCIES AND PROBLEMS OF DEVELOPMENT

Abstract. The aim of the research was to analyze the activity of small forms of management in the Republic of Tatarstan, their role and importance in the production of agricultural products, improving the sustainability of socio-economic development of rural areas, identification of trends and problems in terms of their state support and interaction with the executive authorities at the local level. In addition to general-logical methods of research, we used materials of personal observations and sample interviews in the selected municipal areas of Tatarstan. From 1991 to 2015, the proportion of agricultural enterprises in total production of grain, potato, vegetables of open ground decreased by 24.2, 15.2 and 36.2%, respectively, milk and wool – by 14.5 and 40.8%. This niche is filled with small forms of management. The share of households accounts for about 1/4 of produced meat of cattle and poultry in slaughter weight and 1/3 of the total volume of milk. If the total reduction of cattle in the agricultural organizations during the years of reform amounted to 48%, in households it is only 3.1% of cows, and it amounts to 44.8 and 30.6%, respectively. In private subsidiary farming, the number of cows over 1995–2015 decreased 1.8 times, while milk production during this period increased by 22.3%, indicating the increase in productivity of cows. Thanks to federal and regional measures of state support of small farms, their number tends to increase. According to the results of the study, the following conclusions can be drawn: in the Republic of Tatarstan more than 50% (53.6% in 2016) in the Republic of Tatarstan, more than 50% (in 2016 - 53.6%) of gross agricultural output is produced by small forms of management; there is a substitution of the production of grain, potato, vegetables, milk, and wool by small farms; republic measures of state support of subjects of small farms have a positive effect on their development; there are certain factors hindering the further development of small forms of management that we conditionally divided into factors of macro - and micro-level.
