Abstract. Experience shows that only the dynamic development of the material and technical base of the agricultural sector makes it possible to maintain the stability of agricultural production. Under conditions of economic sanctions technical and technological security predetermines the competitiveness of the industry and the possibilities of import substitution. An analysis of the state of agriculture in Smolensk region over the period of 2000–2016 revealed positive trends in its development, as well as the relationship with the level of renewal of fixed assets on an innovative basis. A significant strengthening of the material and technical base and a decrease in the coefficient of moral and physical deterioration was achieved through an integrated system of state support, the main component of which is the State program for the development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013–2020. The offered integral evaluation of the level of development of the material and technical base allows to adequately assess the qualitative and quantitative changes in the technical and technological state of agricultural enterprises and factor vectors of structural shifts, as well as to substantiate the ways of sustainable development of the agrarian sector of the economy. The dominant impact of the investment attractiveness of the industry, state support and innovative renovation of the material and technical base predetermine the vectors of economic growth of the agro-industrial complex. The intensity of renewal of fixed assets directly affects the efficiency of the industry and its financial indicators. Systemic implementation of the proposed measures will create conditions for technical and technological renewal of the industry on an innovative basis and increase the efficiency of agricultural production.
