Abstract. All the post-reform years of modern Russia, an agro-food production developed both in a complex macroeconomic environment and in a contradictory situation at the level of the regions and the economic entities themselves. The root cause of the inadequate agrarian sphere to the real market conditions, is the weak scientific elaboration of the ongoing reforms, disparity relations between agriculture and related industries, and the residual principle of financing agricultural producers. In addition, many researchers pay more attention to the problems of the development of material and technical resources, land relations, financial and credit instruments, but there are few publications on the personnel support of the agro-industrial complex. Meanwhile, the main production force is an employee with his professional knowledge, experience, skills, personal qualities. Hence, it is very important to study personnel problems, their condition, trends, prospects, solutions. In this work, particular emphasis is placed on these issues, from training in educational institutions, retraining, advanced training, and to creating attractive conditions for high-performance work and life in general. The influence of a team of competent managers and specialists on the production, financial and economic performance of economic entities, the development of rural areas of various forms of management and ownership is shown. It is determined that the solution of the problems of food security of the country is possible only with a systematic and integrated implementation of effective measures on the development of the material and technical base, land relations, staffing, state financial support, and modern arrangement of rural territories.
