ASPECTS OF ORGANIZATION OF POTATO BREEDING AND SEED PRODUCTION IN RUSSIA: PROBLEMS AND POSSIBLE SOLUTIONS

Abstract. The current state and problems of potato breeding and seed production are considered: the poor and outdated instrument and technological base, the weakening of human potential, the decrease in the level of work coordination, mutual competition of domestic scientists and experts against the background of domination of foreign varieties on the market, the weakening of the linkages between science and production, obsolete organizational structure of breeding and seed production sub-complex, the lack of development of relations in the sphere of turnover of varieties as objects of intellectual property, etc. Factors and ways to improve the efficiency and competitiveness of the subcomplex are analyzed within the framework of the problem of food security of the country. As a possible addition to the activities of the subprogram “Development of potato breeding and seed production”, as part of the Federal scientific and technical program for the development of agriculture for 2017–2025, proposals for the organization of a single vertically integrated scheme for the construction of breeding work, its structure, the formation of a unified system of seed production of the culture are presented. Creation of a non-profit association enables to provide effective interaction of government agencies, scientific institutions, economic entities of various forms of ownership and organizational forms promoting an increase in the level, complexity and depth of scientific investigations, growth of breeding efficiency, competitiveness of domestic varieties, production growth and improvement of quality of seed material of potato. The proposed measures will also ensure the intensification of the use of breeding achievements as intellectual property, the improvement of the protection of the rights of breeders, the creation of conditions for optimizing the interaction of government agencies, industry research institutions, commercial breeding and seed companies in order to improve the economic efficiency of the potato industry and strengthen food security of the country.
