Abstract. A procedure for the development of multicomponent reference materials (RMs) of soils and crop products on the basis of natural matrix with increased contents of heavy metals (HM) and nitrates was prepared for metrological support of works in the assessment of soil safety indicators and for the purpose of confirming product conformity to the requirements of the Technical Regulations. The procedure includes drying of RMs in the air, comminution to a particle size of less than 1 mm, homogenization, mixing with the calculated volumes of solutions of HM salts (Сu, Zn, Pb, Cd, Ni, Co, Hg) in nitric acid with pH value about 2.5, evaporation of water at 105 Celsius degrees, repeated comminution to a particle size of less than 1 mm, and thorough mixing. Certified values of soil RMs, containing HMs at the levels of 2–3 maximum permissible concentration and corresponding to the ranges specified in the procedures used in test laboratories (TLs), were established in an interlaboratory test with the participation of 76 TLs: copper (2.81–10.4) x 10E-6; zinc (2.48–10.20) x 10E-6; lead (12.20–16.30) x 10E-6; cadmium (2.38–5.38) x 10E-6; nickel (2.93–8.40) x 10E-6; cobalt (2.29–7.34) x 10E-6; and mercury (0.61–0.84) x 10E-6. The certified contents of nitrates, lead, and cadmium in plant RMs (white cabbage and potato dried by heating to a mass fraction of moisture, ensuring their storage in accordance with technical specifications) were determined by an interlaboratory certification with the participation of 50 TLs. The development of matrix RMs based on natural soil and products, which are subject to the requirements of the Technical Regulations of the Customs Union containing safety indicators (heavy metals, nitrates content) in concentrations exceeding the background level, will expand the range of RMs required to ensure quality control of measurements in the laboratories of the agroindustrial complex.
