The article shows the competitive advantages of Tambov region for realization of the National project «Science». The main results are related to associative integration of I.V. Michurin Scientific Center with the leading educational centers and industrial customers in the development of a Comprehensive Research Plan (CRP) in the context of scientific and technological development of horticulture as an industry of healthy food. The importance of CRP is showed in realization of the Federal scientific and Technological Program for development of Agriculture until 2025, it was proved as an effective instrument in implementation of subprogram «Development of nursery and horticulture».This document includes complex scientific and technological project in breeding precise nursery technologies and horticulture, as well as intellectual postharvest technologies of storage, processing and delivery of high quality fruit and berry production to ultimate consumer. The given approaches are based on modern biomedical research, advanced achievements of genetics, biochemistry, physiology, microbiology, digital technologies, photonics, mechanics and robotics. The article covers the main aspects associated with the creation of agrotechnopark and research & educational center as innovation technological platform to increase high-tech development and to provide it with human resources in this region.
