Abstract. Siberian Federal District (SFD) is a major grain producer in Russia. On average for 2014–2018, 14.5 million tons of grain were grown annually in the region. Today, the district’s grain economy is characterized by production instability, deterioration of grain quality, and a decrease in the level of intensity and efficiency of the industry. The purpose of the study was to determine the most significant tasks, directions, and mechanisms that allow developing an interregional program for developing the Siberian Federal District grain market for the period up to 2025 based on an analysis of the state of production, processing, transportation, storage, and export of grain. Taking into account the development of cattle breeding, grain production in the district can be increased to meet its domestic needs and to increase its export potential. A forecast for grain production in the Siberian Federal District until 2025 was presented in innovative and target-oriented versions. To solve the strategic tasks faced by the grain sector of the district, it is necessary to implement a special-purpose program that will require a significant increase in investment in the industry. In this case, the gross harvest of grain and leguminous plants should reach 21 million tons by 2025; the volume of grain export should reach 5.9 million tons, including 2.7 million tons for export. The main growth options for the grain industry and the grain market are formation of specialized areas for the production of certain types of grain in the district, creation of an inter-regional stabilization fund, formation of logistics centers for the grain transportation, organization of a single information and marketing center, reorientation to the export of grain products with a high added value, formation of the district clusters for the production of environmentally safe and qualitative grain demanded in the world market, etc. To develop the grain market of SFD, it is necessary to elaborate an inter-regional program, the implementation of which should be based on project management, whereas project financing should be based on public-private partnership.
