The Digital Transformation of Agriculture: Trends and Incentive Paths

Abstract. In recent years, georeferencing systems, integrated machinery fleet management, and precision farming are becoming more widely used in agriculture. Nevertheless, the level of development of digital technologies in this industry in the Russian Federation remains low. The research was conducted to study the digitalization status of the agricultural sector, to assess its prospects, to identify the problems faced by it and to develop incentive measures for the development of digital technologies. We used the methods of statistical and logical analysis. The need for digitalization in the agricultural sector of the Russian Federation is largely conditioned upon the multiplicity of factors that determine the results of the production process, multiplicity and territorial dispersion of economic entities, intensive and multilateral intersectoral relations within the spheres of the agro-industrial complex, etc. Russian regions use digital technologies in the agricultural sector differently. While the nationwide share of agricultural enterprises using the accurate driving system and remote quality control of technological processes amounted to 7.9%, in the North Caucasus Federal District, it amounted to 2.9%; in the Republic of Dagestan, it amounted to only 0.1%. The opportunities for the expansion of digital technology elements worsen as the share of households and microenterprises in the agricultural structure of the region increases. The industry’s digitalization is also hampered by an acute shortage of qualified personnel and continuing discrepancies regarding its essence and ways of its implementation. To improve the situation, it is necessary to stimulate the training of specialists in digital technologies, to intensify research activities on these issues, to compile a list of agricultural producers with resource capabilities and prospects for the use of digital agricultural technologies, to identify pilot farms, and to transfer the accumulated experience.
