Beef production problems and development directions at the regional level

Abstract. For 2011–2018, in terms of live weight, the Russian beef production decreased by 113.4 thousand tons (3.8%) to 2834.6 thousand tons (the share in meat production decreased to 19%). The transformation of meat production was caused by the rapid development of pig and poultry farming. Serious changes were noted in the Kemerovo region, where in 2018, 20.8 thousand tons of cattle meat was produced (in live weight), which is 6.2 thousand tons (23%) less than in 2011, while its share in total meat production over the same period decreased from 22.0% to 16.6%. Over the last 8 years, the cattle population decreased by 60.4 thousand animals (28.9%), including a decrease in cows by 33 thousand animals (32.9%). Beef production is unprofitable in almost all agricultural enterprises of the Kemerovo region. Particularly high rates of livestock decrease were registered in personal farms. To change the situation for the better, it is necessary to improve the mechanism of state support. Kemerovo region needs a special long-term program aimed at developing livestock in the region, paying special attention to cattle breeding. It should take into account a close interrelation between beef production and dairy cattle breeding; its effectiveness assessment should be complex without considering it as an independent industry. As a result, state funding should have a greater impact on business decisions to change production volumes. The implementation of such a program will require significant funds, which, most likely, will not be able to bring significant returns to the state, since in the current circumstances, beef production will not be highly profitable.
