Abstract. Unique climatic conditions in the Russian Federation allowed the country to become one of the key participants in the expensive segments of the global meat market. The most attractive in terms of prices is the beef market. The purpose of the study was to assess the possibility and feasibility of using foreign markets for the development of cattle meat production in the Russian Federation with limited domestic demand. For this, it was necessary to evaluate factors such as the state of the domestic market (saturation level, consumption growth possibility), current conjuncture and trends in the world market developing over the past 5–7 years, and the state of domestic beef cattle breeding. External demand is an important, or even the main in a number of countries, driver of increasing beef production. In the Russian Federation, a beef cattle breeding was inferior to the dairy industry for historical reasons. But in recent years, the share of specialized meat breeds in the total number of cattle began to increase; the industry has a framework for development. However, due to the income level of the population, domestic demand is focused on the most affordable and cheapest types of meat – poultry and pork. The entry of the Russian Federation into foreign markets will give the beef cattle breeding industry an impetus for the development. The use of available natural resources (water, pastures, etc.) may be the most effective practice for countries with a predominantly extensive type of beef cattle breeding development, which include Brazil, Argentina, and New Zealand. However, in addition to natural resources, the Russian Federation can and should use technologies to produce young beef (veal). It is also necessary to use the opportunities associated with sharp changes in the meat market conditions under the influence of global factors.
