Architectural aspects of creating a regional digital agriculture platform

Abstract. The purpose of the study was to develop an approach to build the concept of creating a regional digital platform for agriculture. At first, we formed a list of existing methods for building digital platforms of various complexity levels, then we developed a system of criteria for evaluating the methods included in the generated list, then these methods were ranked in order of importance, and a hybrid method was proposed for constructing a regional digital agriculture platform. In the course of the study, the list included the most famous methods, used in the world practice for the digital transformation of industries (strategic analysis, architectural approach, flexible technologies, quality management methods). The criteria for assessing and ranking the existing methods were selected based on an analysis of about 40 targets for the development of Russian agriculture, identified in the regulatory legal documents. When building a system of criteria for evaluating the methods, we considered their possible interactions and temporal trends. For this, we conducted cognitive modelling and built a cognitive model of 11 factors, which helps to choose the most adequate set of criteria for assessing the importance of methods, taking into account the characteristics of each region. To implement a hybrid methodology for building a digital platform, it is proposed to use the author’s convergent approach, which provides the necessary conditions for the purposeful integration of various methods of designing information systems and digital platforms under conditions of multiple and sometimes fuzzy definitions of goals. The convergent approach is based on the use of methods for solving inverse problems on conceptual models, genetic algorithms, and big data analysis. The proposed approach was tested when developing the concept of creating the national platform Digital Agriculture of the Russian Federation.
