Abstract. The purpose of the research was to study the mechanisms of achieving a world-class by scientific and educational centres in the constituent entities of the Russian Federation in pursuance of the Address of the President of the Russian Federation to the Federal Assembly of 20th February 2019. We identified a pool of experts and rating companies that provide the world community with analytical research and expert assessments in the field of activities of the world-class scientific and educational centre “Innovative Solutions in the Agro-Industrial Complex” in the Belgorod region. To achieve this goal, it is necessary to involve the participants of research and educational centre (REC) in global innovation structures based on international scientific cooperation and the concept of open innovation: network structures, technology platforms, innovation clusters. In particular, REC “Innovative Solutions in the Agroindustrial Complex” can interact with international technological platforms BioTech2030, Environmental Development Technologies, Technologies of the Food and Processing Industry of Agroindustrial Complex – healthy products. REC participants may be interested in innovative clusters such as the cluster of pharmaceuticals, biotechnology, and biomedicine (Kaluga region); the cluster of the medical, pharmaceutical industry, and radiation technologies (Leningrad region); Pushchino innovative territorial biotechnological cluster (Moscow region); the cluster of the medical and pharmaceutical industry and radiation technologies (St. Petersburg). It is also relevant to compare the performance of RECs with information reflected in 15 international ratings and reports of world opinion leaders, leading experts, as well as ratings in the fields of innovation, education, and agriculture. The implementation of these concepts will contribute to the integration of the best developments: from fundamental research to introduction into the process of creating a new innovative product highly demanded in the market.
