Abstract. The results of the analysis of the current state of fodder production and the trends in its development in Russia and the world are presented in the article. The role of the FWRC FPA in the development of scientific foundations for the intensification of arable and meadow fodder production, breeding, and seed production of fodder crops is indicated. These directions make it possible to ensure the production of the required amount of high-quality bulky and concentrated feed. The organizational and technological measures necessary to increase the gross output of high-quality feed have been determined. The main direction for increasing the productivity of arable fodder cropping is intensification: improving the structure of sown areas, using fodder crop rotations, scientifically based use of mineral fertilizers and soil ameliorants, and using breeding varieties. Domestic breeding and seed farming of fodder crops have a strong scientific base and a wide diversity of varieties created over the past few years. To solve the problems of breeding and seed production of forage crops in Russia, there is a necessary groundwork: scientific schools of scientists-breeders on alfalfa, clover, vetch, grasses, arid crops are being preserved and developed; fundamental research is being carried out to identify donors of valuable traits; prebreeding collections of sources are being created. At the present stage, scientific development in the field of breeding needs the support of federal and regional authorities, large holdings, and farms. The issues related to the restoration of the elite seed breeding system in Russia are awaiting their solution. Breeding and seed production of fodder crops should be considered as the basis for the innovative development of the domestic market for agricultural products and for ensuring Russian stable position in foreign markets.
