Sustainability as a multidimensional characteristic of regional agriculture

Abstract. The study aimed to identify the features of agriculture in the North Caucasian Federal District (NCFD) and the possibilities and directions of influence on its sustainability. The backbone of the economy of the North Caucasian Federal District is formed by agriculture, while most of the constituent parts are characterised by features of an ethnoeconomy with the dominance of small-scale types of production, due to historical and national characteristics, long-term traditions of doing business. The individual sector of production is a stabilizing form of providing employment and income for the rural population of the district. The sustainable development of the region's agro-economy is complicated by a significant differentiation of constituent parts in terms of the socioeconomic development level and sectoral structural disproportions. An excess working population hinders the conversion of demographic and educational potential into the quality and standard of living, social mobility of the population, effective employment and labour productivity. The conditions for farming in the constituent parts of the North Caucasian Federal District are radically different and, accordingly, the possibilities for ensuring its sustainability are ambiguous. The priority areas for the development of rural areas include the intensification of the agricultural raw materials conveyor based on resource-saving technologies and technical modernisation of the industry; self-development of the primary agro-industrial complex system (at the level of municipal districts) based on the principles of providing food of own production and the optimal combination of import and export of agricultural products; development of innovative projects for advanced processing of agricultural raw materials; structuring all forms of management with the allocation of the main production groups of specialization with further integration into the general system of the agro-industrial complex; creation of a network of cooperative formations; reduction of territorial asymmetry in terms of the main parameters of the level and quality of the rural population life; restoration and development of the social sphere of rural areas with the participation of the federal, regional and local budgets, agricultural producers of all forms of ownership and management. The possible effect of the implementation of these and other proposed measures by 2030 will provide an increase in agricultural production by 55%, an increase in profitability by 15%, and an increase in labor productivity by 70%, and will reduce the unemployment rate to 3%.
