Abstract. The study aimed to develop conceptual directions for increasing the sustainability of agricultural production and prospects for the strategic development of the industry for the period up to 2030. About 60% of the total gross regional product (GRP) of the North Caucasian Federal District is formed by five main industries: trade (16, 6%), agriculture (14.1%), industry (11.8%), construction (10.3%) and public administration (11.1%). The North Caucasian Federal District, occupying the leading position in the grain and vegetables production, horticulture, sheep breeding and poultry farming, is characterised by a pronounced diversity: the ratio between large and small businesses is 39.5:60.5%. The production of grain, sunflower, and eggs is mainly concentrated in large and medium-sized enterprises; vegetables, potatoes, and milk –in the individual sector. The agrarian sector of the region is characterised by a relatively low efficiency of management, an insufficient level of social development of rural areas, and a high level of poverty of the rural population (in some republics, the share of residents with cash income below the subsistence level exceeds the national figure by 2-3 times). The article proposes a set of measures to improve the sustainability of backbone industries (crop growing and breeding); to create organizational and economic conditions conducive to increasing the profitability of agricultural producers; to improve the efficiency of the use of land, material and technical, labor, and other resources. Also, the directions for increasing the social stability of the industry are substantiated. Firstly, it is necessary to develop a grain sub-complex that ensures the stability of the industry and the economy of the district as a whole; import-substitution subindustries of vegetable and fruit growing; backbone sub-sectors that use the competitive advantages of the region, cattle breeding and sheep breeding. Implementing the proposed measures will strengthen the strategic position of the region in all Russian agricultural production, from 8.4% on average for 2016-2020 to 13.5% by 2030. Moreover, it will increase the gross grain harvest from 11.8 to 13.0 million tons; vegetables – from 2.4 to 3.6 million tons; milk production – from 2.6 to 3.3 million tons; livestock and poultry meat in slaughter weight – from 1.1 to 1.4 million tons; wool – from 23.7 to 25.0 thousand tons.
Keywords: agriculture; spatial development; differentiation of regions; multistructural agrarian economy.
