Abstract. The research aimed to identify promising areas for the development and implementation of agricultural policy, as well as scientific and technical activities of the regions in the field of environmental development and climate change in relation to agri-food systems for balanced growth of the industry and reducing the negative impact of greenhouse gases on the environment. Promising areas for the development and implementation of agricultural policy, taking into account the concept of a low-carbon agricultural economy, include the development of digitalization of agriculture, "precision" farming, the expansion of organic farming, the scaling of equipment and technologies for the differentiated application of fertilizers and plant protection products, the development of scientific and methodological recommendations for agricultural commodity producers to choose crops that are the least "harmful" in terms of their carbon footprint, the creation of environmentally friendly production of cellulose and fibre from bast crops for the manufacture of biodegradable tableware and packaging (for the pharmaceutical, chemical and textile industries), the reduction of greenhouse gas emissions in the energy supply of the agro-industrial complex, etc. The developed draft of the standard Plan of scientific and technical activities in the agro-industrial complex of the constituent entity of the Russian Federation in the field of environmental development and climate change includes sections "General information", "Main activities of the plan of scientific and technical activities in the field of environmental development and climate change in relation to the agro-industrial complex of the constituent entity of the Russian Federation (region)”, recommendations on the availability of the necessary scientific and measuring infrastructure, a typical description of agricultural land plots for scientific and technical activities. The standard plan can be widely used by the executive authorities of the constituent entities of the Russian Federation in solving relevant problems.
