PROSPECTS FOR THE ECONOMIC DEVELOPMENT OF FLAX CULTIVATION IN RUSSIA WITH THE USE OF THE COOPERATIVE FORMS

Summary. In 1940-1960s 80…90 % of the world flax fiber were produced in Russia. However, in the recent decades domestic flax complex degraded due to economic conversions and erroneous reforms. State attention to the development of domestic flax cultivation weakened. Federal and regional authorities of branch do not ensure adjusted agrarian policy in the sphere of flax complex. There is no proper government control. As a result today in Arkhangelsk, Vladimir, Moscow, Kaluga, Tyumen regions and Perm kray fiber flax cultivation is stopped. Out of 231 flax plants and 75 hemp plants, which worked in the beginning of 1990s, only 68 ones worked in 2013. Out of 67flax seed breeding stations, built in 1975, in 2012 only 17 ones worked. Out of 67 flax industrial complexes and factories, processing fiber in 1990, only 15 kept in 2013. To activate the work of flax complex it is necessary to develop cooperative and integrated connections of raw flax producers with flax plants and textile enterprises.
