Summary. Efficient development of agricultural production on the innovative base is possible only with a sufficient level of expanded reproduction. The analysis of the agriculture of Smolensk region in 2000-2014 revealed positive development trends: the volume of gross output for the analyzed period increased almost 4 times and amounted to 22 billion rubles, grain production increased by 25.0%, the production of meat in live weight – by 33.3%. However, the state and the level of the productive capacity of the agricultural sector are insufficient for sustainable development of the branch and for the expanded reproduction. It is developed an econometric model of the reproduction level, which determines the factors and conditions for its stable development in agriculture. The studies showed that an increase in the level of labor provision, for example, from 2.0 to 2.6 people per 100 ha of farmland, caused the loss reduction from 6.5 to 3.5 m rub. or 1.9 times, and the loss ratio – from 4.2 to 0.3%, or by 3.9%. The boundaries of reproduction types should be dynamic, for the simple reproduction in agricultural sector they are 18% and for the advanced one – 42%. For the growth of efficiency of reproduction processes it is necessary to create conditions for increasing the profitability of agricultural enterprises through the mechanisms of restructuring of overdue payments, state regulation of intervention prices for the agricultural products, the provision of tax concession for companies, which invest the part of the profit in the reproduction of the fixed capital; the development of consumer cooperatives in agriculture, elimination of price disparity. The system implementation of the proposed directions and measures will create conditions for the expanded reproduction, to increase the volume of gross output of the industry in the region 1.3-1.5 times to 2020.
Keywords: expanded reproduction, agriculture, profitability and efficiency of production, government support, investment, econometric model.
