Summary. In spite of the presence of considerable natural climatic and labor resources for meat cattle breeding the population of Siberian Federal District is provided for the meat of cattle by 81% only. Meat consumption per capita here is lower than in Russia as a whole. The decline in import of meat in 2015 was typical not for all regions of the district, and the main problems related to the price of imported raw materials, affected primarily meat-processing industry. The purpose of the research was to identify factors hindering import substitution in the meat market of the district and development of measures to improve its level. The study applied the methods of abstract logic, comparison, correlation and regression, and others. It was analyzed branches and sectors of the economy of Siberian Federal District, involved in the production of cattle meat. As a result, the study revealed the possibility of the regions for the production of meat, the level of the market provision by the production of their own produce, the dynamics of meat import in the area and the level of meat consumption in the regions. It is shown that the purchasing power of the population as a deterrent to the consumption of meat in the market. The problems of growth of volumes of import substitution were suggested to solve by the development of animal husbandry and meat processing, as well as meat market infrastructure based on state support, taking into account the most promising sectors of the economy in agriculture of each region, the development of livestock breeding, technological re-equipment of meat processing, formation of closed loop economy. It was proposed a united district system for ensuring the import substitution in the market of cattle meat and a set of support measures at the municipal, regional and federal levels.
