Summary. The development of agricultural markets is directly related to the implementation of the import substitution policy. The domestic food market has a high import dependence on certain food items. The complex of measures of state support and regulation of agricultural markets is important. The current food embargo corrected existing logistic schemes of delivery of food and gave a certain impulse to the development of domestic agriculture. The main direction of state support for agricultural producers is a refund of interest on credits and loans. Insufficient attention is paid to supporting of innovative technologies. One of the main directions of import substitution is an increase in the production of goods, produced in Russia in insufficient quantities. Over the late five years, self-sufficiency of the Russian Federation increased on such agricultural products as grain, potato, meat, eggs, and vegetables. Grains and potato increased self-sufficiency by 53.7 and 1.1 percentage points, respectively, in 2014. In Tambov region the measures of state support are used effectively enough. The region implemented a number of major investment projects in the agro-industrial complex in the priority sectors of crop and livestock production. The State program of agriculture development for 2013–2020 years contributes to achieving the objectives of import substitution. The implementation of the State program is directed to the growth of competitiveness of domestic agricultural products, activation of scientific and technological progress, strengthen the economic security and development of the rural economy, the increase in production volumes.
