Summary. The actual consumption of food by Vladimir inhabitants is analyzed in comparison with the optimal rate; the food production rate in the region is shown for the period of 2010–2015. Volumes and shares of gross output of large agricultural enterprises, as well as those of food totally produced by all categories of households in the region, are provided. Sufficient food production in the region can be provided due to activities of soil improvement; for 300,000 ha of planting acreage 37,000 ha should be limed, for 400,000 ha of planting acreage 50,000 ha should be limed annually. It is important to add at least 4.2–4.5 t/ha of manure and 90–110 kg/ha of mineral fertilizers into the soil to avoid the reduction of soil fertility. Development of cattle breeding based on own forage reserves and the increase in the population of cattle and poultry will enable to produce and supply meat and dairy products in volumes close to the food requirements. It is essential to stimulate systematic involvement of abandoned field in the production by partial compensation of producers’ expenditures by the government.

Keywords: import substitution of food, involvement of tillage, fertilizer application.
