COMMERCIAL REINDEER-RAISING OF TAYMYR: STATE AND PROSPECTS OF DEVELOPMENT

Abstract. We examined the existing model of the private hunting industry, which deals with the industrial harvesting of the population of Taymyr wild reindeer in the North of Central Siberia. Under conditions of a free market, 53 hunting users (17 legal entities and 36 self-employed entrepreneurs) economically exploit the tundra wild reindeer in the territory of Taymyr Dolgan-Nenets municipal district. Indigenous minority peoples of the North (n = 16) comprise 30.2% of the local hunters. In 2014, 2007376 hectares of hunting grounds were assigned to hunters of the region. Hunting for wild reindeer is conducted on 74 field sites (lim: 400 hectares – 510,900 hectares). In 2008–2016, Taymyr hunting users and amateur hunters seized 149664 wild reindeer (lim: 13140–28458 heads) from the Taymyr population in this part of its population area. Nevertheless, no one currently knows the true amount of hunting load on the resources of Taymyr wild reindeer. This is because of the concealment of a part of the production by hunting users and the shadow fields (poaching), existing in the peninsula and in the remaining parts of the area (Evenkiya, the Republic of Yakutia (Sakha)). The population of Taymyr reindeer decreased 1.5 times from the summer of 1990 to the July 2014: from 625,000 to 417,000 animals. The private commercial reindeer field officially develops from 66.6 to 97.7% (on average 84.8%) of the quota for the production of wild reindeer, allotted for the region (2008–2016), in the fixed lands of Taymyr. According to expert estimates, depending on the prevailing conditions of the hunting season, local hunting users produce approximately from 483.26 to 1247.16 tons of venison (from the calculation that one conditional wild reindeer is 45.5 kg of slaughter mass).
