Abstract. Accelerated progressive development of agriculture in Stavropol Krai is constrained by a nonoptimal combination of industries. Crop production forms 72% of gross agricultural production, animal husbandry produces only 28%. Crop rotations are oversaturated with cereals. This does not meet modern requirements, both in terms of stabilizing agricultural production and preserving soil fertility and in terms of restoring and developing the livestock industry. According to the results of 2017, the largest decline in milk production among Russian regions was noted in Stavropol Krai, the volume of which decreased by 49,700 tons over the year. At the same time, milk consumption per capita in the region is 212.1 kg per year, or 65.3% of the medical norm, which is lower than the average consumption in Russia. In terms of fixed capital investment per hectare of farmland and per worker employed in the industry, the region lags behind the leading agricultural producers in the country – Belgorod region and Krasnodar Krai. The result is a lag in labor productivity. The demand for borrowed funds with the state support is satisfied by less than 50%. There is a shortage of permanent workers. The number of vacancies in 2017 amounted to 2,200 people. The level of their professional training is insufficient. Only 75% of workers of mass professions have the necessary education. Overcoming the current situation will be facilitated by: eliminating imbalances in the branch structure of production, improving the investment climate and increasing the level of investment in fixed assets; expanding the use of state support funds; improving the forms and methods of managing the formation of the human resource potential of a village, including on the basis of strengthening the role of agrarian education.
