Human resources as the main productive force of the agri-food complex

Abstract. The study analyzed the demographic situation in rural areas, the provision of agricultural business with personnel, and its impact on the efficiency of the industry to determine measures for solving the staffing problem in the agro-industrial complex. From 1960 to 2020, the rural population in the Republic of Tatarstan decreased from 1660 thousand people to 900 thousand people, or by 46%, and the share of the rural population in the total population of the region decreased from 58.2% to 23.1%. Over the past 30 years, the number of agricultural workers has decreased by more than 6 times. At the same time, the number of milkmaids decreased 4.7 times; the number of tractor drivers decreased 5.2 times, the number of managers and agricultural specialists decreased 3 times. At the same time, only 69% of the chief and 40% of ordinary specialists received higher education. The share of managers under the age of 30 is 4.2%; for chief specialists, this indicator is 8.2%. Competent personnel, as the practice of leading agricultural organizations shows, provides a multiple of labour productivity; the level of production profitability in enterprises staffed with such personnel exceeds 30%, which is 3 times higher than in the republic on average. Under modern conditions, the most important components in the system of training personnel for the agro-industrial complex are retraining and advanced training. No less important aspects of increasing human resources are associated with providing bonuses to rural personnel in order to retain it in the countryside, forming a competent team of managers and specialists, and stimulating their continuous professional growth. It is also necessary to pay attention to the development of the social sphere, to increase the prestige of rural labour, and to preserve the rural way of life and environment.
